Chapter Policies and Procedures

Subject: Chapters – General

  1. The Articles of Incorporation of the Association provide for the establishment by the Board of Directors of chapters within the Association in any state, city, geographical area and/or any country not listed as a "designated country" by the U. S. Department of Defense.
  2. A minimum of ten (10) members of the national association, in good standing, shall be necessary to constitute a chapter.
  3. Each chapter must be identified by a name and the geographical area to be covered.
  4. Each chapter shall perform functions, and exercise rights and powers, as may be determined by the National Officers and Board of Directors together with their Chapter by-laws. Chapter by-laws may in no way contradict the National Association by-laws.
  5. Rules or regulations for the control, guidance or continuance of any chapter shall be fixed or changed by the National Officers and Board of Directors.
  6. Officers of chapters shall report to and take direction from the National President or the designated National Vice-President. Chapter Officers may be directed to take certain actions by the National Executive Director acting for the National President or National Vice President.

III. Chapters chartered by the Board of Directors shall exercise all the rights and privileges delegated to said chapters by the Association for the geographical areas specifically defined for said chapter. At the same time it is incumbent on the chapter to encourage the formation of chapters within their AOR where they are located far enough away from the parent chapter to provide opportunity for fellowship between AFSFA members.

  1. Chapters shall conform to all requirements of the Association’s Articles of Incorporation, the bylaws, and the provisions of these policies and procedures.
  2. Any chapter having less than ten (10) members or having held no election of officers or having held no meetings for twelve (12) consecutive months or having submitted no reports shall be subject to review. The Vice-President shall make this review for Chapter Affairs or a Chapter Review Committee appointed by the Board, as appropriate.
  3. Chapters are discouraged from developing constitutions and bylaws since they are governed by the Association’s Articles of Incorporation. However they are encouraged to document their policies and procedures to improve chapter operation.

VII. Chapters established on Air Force installations are required to comply with applicable Air Force Instructions/Regulations and Installations' supplements thereto. The Installation Staff Judge Advocate should be contacted for specific guidance.

VIII. Chapters are permitted to but encouraged not to charge chapter dues. If such dues are necessary, they should be the minimum required to meet chapter expenses. Chapters can raise funds by holding door prize raffles, 50/50 prize drawings, charging more than the actual cost of luncheons or dinners, and by special programs and member donations.

Subject: Chapters – Establishment

  1. Petition for Chapter Charters
  2. The officers, directors, Executive Director and chapters will assist members in an area to form a chapter.
  3. The Board of Directors may authorize the establishment of a chapter upon receiving from the Executive Director a written petition (available from Headquarters) meeting the following requirements:
  4. Signed by no less than ten (10) members in good standing, all of whom are either employed, have a business office, or reside within the locality or area for which a chapter is being proposed.
  5. An indication of the proposed name for the prospective chapter, which should be descriptive of the area.
  6. The prospective chapter should submit a description of the geographic boundaries their chapter will cover (i.e. zip codes, counties, etc). Any prospective chapter which will encompass an area currently covered by an existing chapter must also submit with the petition letters acknowledgement(s) from the affected chapter(s) indicating agreement with the proposed boundaries.
  7. Signed by the Executive Director whose signature indicates that he/she has been involved with the development of the proposed chapter, that there is evidence of growth potential within the proposed chapter area and that s/he concurs and recommends the approval of the chapter petition.
  8. Organizational Meeting
  9. Upon approval and granting of a chapter charter by the Board of Directors the Executive Director [or in the absence thereof an individual appointed by the President or Executive Director] shall coordinate the holding of an organizational meeting. An ad hoc committee of the petitioners will be formed to function as a nominating committee for new chapter officers.
  10. This ad hoc committee working in conjunction with the Executive Director or the designated appointee shall issue an invitation to all known Association members in the geographical locality to attend the organizational meeting.
  11. A majority of the petitioners shall constitute a quorum for the purpose of an organizational meeting.
  12. Only those members signing the petition shall be automatically transferred to the new chapter. Other members in the geographical area of the new chapter will be transferred to the new chapter only upon request by the member or chapter secretary to the Executive Director.
  13. At the organizational meeting the Executive Director or designated appointee shall preside and conduct the initial election of new officers and present the chapter charter and other necessary documents. Following the election and installation of chapter officers, they shall assume the responsibilities of their respective offices.

Subject: Chapters – Obligation to Association

  1. A chapter shall at all times be subject to the rules and regulations now established or as prescribed from time-to-time by the Board of Directors for the conduct of the Association as a whole.
  2. The Board of Directors may cancel, suspend, or revoke the charter of a chapter for cause. Such action of the Board shall be final and conclusive. Upon cancellation, suspension, or revocation of the charter of any chapter, the Board shall have the right and power, through its designated agents to take possession, custody and control of all the records, property and assets of said chapter.

III. No representation, utterance, or commitment shall be made in the name of the Air Force Security Forces Association, nor shall any representation, utterance, or commitment obligate or purport to obligate the Association unless such representation, utterance, or commitment shall first have been approved by the Board of Directors or the President.

Note: The above is intended to include any public statement by any member or any officer of the chapter, which might reasonably be construed to establish or change a position of the Air Force Security Forces Association.

  1. A chapter may take a position on a matter that affects only the geographical area of the chapter, if all such positions clearly state they are the positions of only the local chapter. All such positions shall be made in writing and a copy shall be forwarded to the Executive Director.
  2. No chapter may publicly endorse any candidate for political office at any level: local, state, or national, nor actively or passively participate in any political event or issue.

Subject: Chapters – Headquarters' Support

Headquarters will provide chapters with the following when requested:

  1. Membership application forms and promotional brochures
  2. Guidance and assistance necessary to comply with the requirements of the IRS Group Exemption (See “Chapters – IRS Group Exemption,” page 23) of these procedures.
  3. Chapters will be provided access to the membership database to obtain information on all Association members in the chapter's geographical area.

Subject: Chapters -- Function and Membership

  1. Function

It shall be the function of the chapter to improve communication between members and to foster, promote and further within the geographical locality assigned to it by the Board of Directors the purposes and objectives of the Association as contained in the Articles of Incorporation and as promulgated by the Board of Directors.

  1. Membership
  2. Membership in or affiliation with the chapter shall be limited only to Association members of all classes of membership in good standing who either reside, are employed, or have a business office within the geographical area of the chapter.

Subject: Chapters -- Officers

  1. The officers of a chapter shall be a chairperson, a vice chairperson, chapter secretary, and chapter treasurer to be elected at each annual business meeting of the chapter. .
  2. The officers of a chapter shall serve following their installation until their successors have been installed.

III. If a vacancy occurs in the office of chapter chairperson, the vice-chairperson shall fill it. If a vacancy occurs in any other office, the unexpired term shall be filled by appointment by the chapter chairperson. The Board of Directors may remove any chapter officer from office for cause.

Subject: Chapters – Duties of Officers

  1. Chapter Chairperson: It shall be the duty of the chapter chairperson to:
  2. Preside at all chapter meetings.
  3. Perform all duties usually pertaining to a chief executive officer. .
  4. In the absence of the chapter treasurer at any chapter meeting, designate another chapter officer to perform the treasurer's duties.
  5. Review and approve the minutes of each chapter meeting and special activity.
  6. Vice-Chairperson: It shall be the duty of the chapter vice-chairperson in the absence of the chapter chairperson, to perform all the duties of the chapter chairperson.

III. Chapter Secretary: It shall be the duty of the chapter secretary to:

  1. Document and maintain a record of the minutes of the proceedings of all chapter meetings. Send copies of the minutes to AFSFA Headquarters, Regional Directors and the Vice President.
  2. Cause the minutes to reflect accurately and concisely the decisions and recommendations of the chapter on each question considered. The minutes also record the names of those members and guests of the chapter present or the total number of members and guests present (a copy of the sign-in roster may be attached in lieu of listing names in the minutes). Proposed minutes of chapter meetings shall be prepared by the secretary or acting secretary of the chapter and forwarded to the chairperson for approval.
  3. Hold safely, as custodian of and on behalf of the chapter, all minutes, correspondence, and copies thereof, and any and all records which s/he is required to keep or which shall come into his/her possession, custody, or control by virtue of his/her office, and upon completion of his/her term of office, shall turn over to his/her successor all such records which shall come into his/her possession.

Note: Headquarters retains copies of chapter correspondence for a period of only three years. Chapters are responsible for retaining the permanent files of chapter correspondence.

  1. Give advance notice (about ten days) to all chapter members and known potential chapter members of all chapter meetings and activities.
  2. Promptly contact new members of the Association who are potential chapter members and advise them of the chapter's presence and activities and invite them to the next chapter meeting.
  3. Promptly publish and distribute the results of all officer elections by name and office. Notify headquarters of these results and any subsequent change of chapter officers.
  4. Notify all chapter members of the amount of any dues and when each becomes due and payable to the chapter treasurer.
  5. Officially address and receive all correspondence in the name of the chapter, except as otherwise herein provided or directed by the chapter chairperson.
  6. Perform such other duties as the office may require.

IV Chapter Treasurer: It shall be the duty of the chapter treasurer to:

  1. Receive and deposit all monies, funds, and securities of or on the behalf of the chapter in the chapter account maintained at a sound banking institution.
  2. Receive, hold, and safely keep as financial custodian all property and physical assets of the chapter, except as otherwise provided in the Articles of Incorporation or By Laws.
  3. Keep records of all receipts and disbursements in a suitable ledger, which shall be available for inspection by all officers and chapter members in good standing, and by the Board's designated representative and the Association's Secretary/Treasurer and Executive Director. Maintain copies of all checks in case of an audit.
  4. Present at each regular meeting of the chapter an abstract of the chapter's accounts, setting forth the amounts received and expended since the last regular meeting and the balance as reflected in the ledger.
  5. Prepare and submit in writing a financial report at the chapter annual business meeting.
  6. Adhere to any and all Internal Revenue Service filing requirements as set forth in Policies and Procedures for Chapters--IRS Group Exemption

Subject: Chapters – Committees

  1. Executive Committee
  2. Each chapter shall have an executive committee consisting of the officers and appointed special committee chairpersons of the chapter.
  3. At the discretion of the chapter chairperson, past chapter chairpersons may be invited to serve on the chapter executive committee.
  4. The executive committee is empowered to act for and on behalf of the chapter between regular meetings of the chapter.
  5. All acts of the executive committee shall be the first order of business during the following chapter meeting, and such acts shall he adopted, amended or rejected by the chapter's membership.
  6. Other Committees

Immediately after assuming office, a chapter chairperson will appoint chairpersons of other committees as follows:

  1. Designate one member to be Program Chairperson.
  2. Designate one member to be Membership Chairperson.
  3. Appoint chairpersons and members for other chapter committees, as he/she deems appropriate, such as Placement, Hospitality, Newsletter, Door Prizes, Historian and other committees that might support chapter activities.

Subject: Chapters – Meetings

  1. Chapter meetings shall be held at a minimum quarterly. To remain in good standing, each chapter shall hold at least four (4) meetings per year. One of these four meetings shall be an annual meeting of the chapter for the purpose of electing and/or installing new chapter officers for the following year. This may be the last chapter meeting before the Association's Annual Meeting. The new officers shall assume their duties immediately after being installed.
  2. The chairperson of the chapter shall designate the time, place, and agenda of all meetings. The agenda shall include, in addition to such matters that pertain to the affairs of the local chapter, the reading and discussion of matters submitted by Headquarters regarding Association affairs.

III. Notice of all meetings should be given to the members, personally or by e-mail/mail about ten (10) days before the date of the meeting. The notice shall set forth the time, place and agenda of the meeting.

  1. All meetings should be conducted by “Robert’s Rules of Order” unless such rules are in direct conflict of the chapter's Constitution or By-laws. Each chapter chairperson should appoint a Parliamentarian to resolve differences regarding meeting rules and procedures.
  2. A special chapter meeting must be called at any time by the chapter chairperson upon written application of at least five chapter members in good standing, setting forth the objects and reasons therefor. Notice of special meetings should be sent to all chapter members at least five (5) days before the date of the meeting and shall indicate the purpose for which called.
  3. Attendance by five chapter members (two of which must be chapter officers) of the total membership of the chapter shall constitute a quorum for the transaction of business at any regular or special chapter meeting.

VII. The chairperson of the chapter shall preside at all meetings. In hislher absence, the vice-chairperson shall preside. If neither is present, those members present may designate another officer or member to preside at the meeting.

VIII. Members of the Association who are not members of a chapter shall have a right to attend any chapter meeting as observers. They may participate in discussion but shall have no vote.

  1. Guests may be invited to attend a chapter meeting by a chapter member. Guests are not eligible to vote on any matters considered during the chapter meeting.

Subject: – Chapters-Records

  1. Copies of chapter minutes, proposed minutes, records, and correspondence pertaining thereto shall be considered and treated as portions of the official records of the Association and may not be examined by nonmembers without the authorization of the Association's president; however, copies of minutes and reports of any chapter, after they have been approved, shall be available for inspection by any member of that chapter.
  2. Chapters should make every effort to retain as a permanent record all correspondence, minutes, and financial records deemed appropriate. Chapters should establish a policy pertaining to length of record retention. Headquarters retains copies of chapter correspondence, etc. for only a period of three years. Records of a historical nature should be saved in the chapter archives.

III. Chapters are required to maintain their Chapter Charter in a safe place and place such document on visible display at each Chapter meeting. Any chapter that misplaces or inadvertently damages or destroys its Chapter Charter shall request a new copy from Headquarters as soon as possible after discovery of the loss or damage thereof.

Subject: Chapters--Finances

  1. Disbursement of Chapter funds
  2. Chapters shall use chapter funds for regular chapter activities and to encourage membership growth, including the following:
  3. Normal chapter expenses
  4. Mailing of chapter meeting announcements to members
  5. Publication of chapter newsletter and/or website
  6. Purchase of official chapter banner
  7. Purchase of chapter badges for members and guests
  8. Payment for meals of speakers and guests at chapter meetings
  9. Payment for meals for an individual(s) submitting an application for membership at a particular chapter meeting
  10. Honorarium for speakers at chapter meetings in special circumstances
  11. Chapter conferences and seminars, and other educational and fund raising endeavors at the local level
  12. Recognition awards such as Airman or Non-Commissioned Officer of the Quarter or Year.
  13. Financial support for Security Forces members and families suffering exceptional hardship events."
  14. AFSFA is a not-for-profit tax-exempt Texas corporation. To maintain its tax-exempt status, it is required not to distribute its assets or surplus to members. It is, therefore, improper for an Association chapter to pay annual dues for its members at the national or chapter level from chapter funds. Donations of a one-time membership as part of a special recognition program is authorized, e.g. Defender of the Month, Airman of the Quarter, etc.

III. Dues paid by chapter members to the chapter are not deductible as charitable contributions for Federal income tax purposes.

  1. Chapters must print the information in III above on any dues, invoice, or dues notice, which it may send to its members.
  2. Because of the Association's tax-exempt status, AFSFA contributions to a political party are improper, as are contributions to political campaigns of a declared candidate or contributions to a campaign dinner to a declared candidate. Contributions in any political area, as such, shall be avoided as a matter of policy; nor shall the Association or any of its chapters publicly endorse any candidate for political office, at any level – local, state or national, nor participate in political events as a Chapter or as an identified AFSFA member.
  3. All monies, securities and funds of the chapter shall be received by the chapter treasurer and deposited in an account in the name of the chapter in a sound banking institution. Regular accounts of all receipts and disbursements shall be maintained by the chapter treasurer and shall be available at all reasonable times for inspection by all officers and chapter members in good standing and by authorized representatives of the Board, the Secretary, the Treasurer, and the Executive Director.

VII. Vouchers shall be maintained by the chapter treasurer concerning all disbursements. The treasurer shall report at each chapter meeting expenditures and receipts since the last regular meeting and the balance then reflected in the chapter’s financial records

Subject: Chapters – Nomination & Election for Office

  1. Eligibility for Office: Any active member in good standing shall be eligible for election to any Chapter office. Terms of office should a minimum of one year, but no more than three years in length.
  2. Nominating Committee – The following establishes an ideal election procedure for chapters to follow. For those chapters who are small and it may not be possible to establish a nominating committee, they should ensure they should follow the election policies to the best of their ability and have a process in place to select a slate of officers that is fair, equitable and unbiased. Strict adherence to the policy is not required.
  3. The nominating committee of a chapter shall consist of at least three (3) members, none of whom should be a chapter officer.
  4. It is strongly suggested that no member of the nominating committee be nominated for office.
  5. It shall be the duty of the chapter nominating committee to:
  6. Nominate, from the chapter's active membership in good standing, willing-to-serve, candidates for election to the offices of chairperson, vice -chairperson, secretary and treasurer.
  7. Ensure that the chapter officers nominated are available to attend chapter functions, and that each officer will be permitted to devote a responsible amount of time to the chapter office for which nominated.
  8. Submit in writing the names of its nominees to the secretary of the chapter not later than the chapter meeting just prior to the annual business meeting of the chapter.

III. Elections

  1. At the annual business meeting of the chapter, the chairperson of the nominating committee shall announce the nominations for office for the coming year, and the elections of chapter officers shall then be held. However, if for reasons of a lack of quorum or other convenience, balloting by mail is authorized. It is strongly suggested that the ballots be sent to members at least thirty (30) days before the annual meeting date.
  2. Nominations of active members for the elective office may be made from the floor by any chapter member at the annual business meeting, provided:
  3. Another chapter member seconds the nomination.
  4. The nominee consents to serve if elected.
  5. The nominee will be available to attend chapter meetings and will be permitted to devote a responsible amount of time to the office for which nominated.
  6. The nominee from the floor must be present or must have submitted a written statement to the Chairperson of the Nominating Committee agreeing to serve and stating his/her availability to attend meetings and devote a responsible amount of time to the elected office.
  7. If there is more than one nominee for any chapter office, the election, in respect to such office, shall be conducted by written ballot. The presiding officer shall appoint three inspectors, none of whom shall be a nominee, for the purpose of receiving and counting the ballots and making a report to the presiding officer of the number of votes cast, the person for whom cast, and the office for which elected. The nominee for each office receiving the highest number of votes for that respective office shall thereupon be declared elected by the presiding officer.
  8. In the event of a tie vote, balloting shall continue between the tied nominees until the tie is broken. Thereupon the individual receiving the higher number of votes shall be declared elected by the presiding officer.
  9. Nominees for chapter offices are expressly forbidden from campaigning for themselves or for other nominees on the ballot. Campaigning is defined as personally soliciting votes or making express promises of action if elected.
  10. The chapter chairperson or the designated presiding officer for the election shall, after the winner of each office has been determined, clearly state the name and office of each elected officer. The presiding officer shall then make the installation essentially as follows: Each of you having been duly elected to the office for which nominated, I do therefore hereby declare that each of you are installed as the new officers of the chapter.

Subject: Chapters--Contributions

  1. Air Force
  2. Chapters are encouraged to make annual contributions to the Air Force Security Forces Association, Air Force Security Forces Foundation, Security Forces Museum Foundation and other chapter selected tax-exempt organizations and activities.
  3. Other exempt organizations
  4. Contributions made in the name of a chapter to other tax-exempt organizations are proper and will not jeopardize the Association's tax-exempt status.
  5. Contributions made in the name of the chapter should be limited to those organizations that are constituted to meet objectives that are in harmony with the purposes and objectives of the Association contained in the Articles of Incorporation.

III. Unauthorized Contributions

  1. No chapter may contribute or offer to contribute to any organization that does not meet the requirements contained in paragraph II above. Chapters having any questions in this shall refer the matter to the Executive Directorfor guidance.
  2. The Executive Director shall request advice and counsel on any matters falling within the scope of paragraphs I through III above to the Association's designated legal counsel and/or certified public accountants, as needed.

Subject: Chapters -- Publications

  1. General

Chapters are encouraged to build strong communication links among their members. Publishing a chapter newsletter is a primary means of keeping members informed of chapter and Association activities and plans, news about chapter members, information about local matters of interest and meeting announcements and information supplied to the chapter chairperson from Headquarters. Chapters that choose not to produce a regular newsletter should use periodic news bulletins or monthly meeting announcements to convey such information to their members.

II Newsletters

  1. Distribution should be limited to chapter members, AFSFA-designated vice-president, the editor of Security Forces Magazine, and others as determined by the chapter chairperson.
  2. No charge shall be made to any recipient for the newsletter.
  3. Contents
  4. Contents may include material reprinted from Security Forces Magazine, The Inspector General's Briefs, and military, veterans, law enforcement, investigations and security publications. When required and received, permission to reprint material should be credited as follows: Reprinted by permission from -- the title of the publication, issue date and number (as it appears in the issue being reprinted), and the copyright date.
  5. No portion of the AFSFA Directory of Members may be reprinted for any reason whatsoever.
  6. No material from any copyrighted source should be used without prior written permission from the publisher.

III. Advertising

  1. Advertising shall be secured solely for the financial support of the publication and other authorized chapter activities. Advertising solicitation shall be limited to firms operating within the boundaries of the geographic territory encompassed by the chapter membership. All monies received from the sale of advertising shall be subject to the requirements of Policies and Procedures for Chapters: Finances.
  2. All advertising sales orders should be obtained in writing so there will be no misunderstanding on the part of either party. An advertising contract is preferable.
  3. Publishing
  4. Chapters are authorized to use the Association's logo on their newsletters only in accordance with the guidelines set forth in Policies and Procedures for Logo.
  5. Chapter publications other than chapter newsletters, chapter meeting announcements, chapter conference/seminar literature, and chapter directories may not be undertaken without the approval of the Executive Director who will be required to obtain the approval of the Association's President or Board of Directors.

Subject: Chapters -- IRS Group Exemption

  1. General

Under Section 501(c)(19) of the Internal Revenue Code the Association may obtain an exemption from federal income tax on a group basis for domestic (U.S.) chapters. This relieves each chapter covered by this group exemption letter from filing its own application for recognition of exemption. Each chapter is, however, responsible for filing its own tax return.

  1. Inclusion in Group Exemption
  2. All new domestic chapters and any other chapter not previously included in the Group Exemption letter, which wish to be included, must submit an “Authorization for Inclusion” letter, signed by the Chapter Chairperson to Headquarters with all pertinent information required on or before January 1st each year. Copies of all applicable forms and instructions for completing same will be sent to all new chapters and those chapters not previously included on or before January 1st each year.
  3. A chapter located overseas may not be included in this Group Exemption Letter.
  4. A chapter included in this Group Exemption Letter may not apply individually for recognition of exempt status.
  5. Any chapter currently included in the Group Exemption Letter need not reapply each year. Any chapter that wishes to withdraw their authorization for inclusion must notify the Executive Director in writing or before January 1st. Any chapter withdrawing their authorization for inclusion in the Group Exemption Letter will be subject to individual filing requirements. It is recommended that such chapters obtain the advice of an accountant or tax official to determine their responsibility.

III. Reporting Requirements

  1. Form 990
  2. General

An annual return on Form 990 is required of organizations exempt from tax under the Internal Revenue Code. An exception to this rule is an organization that normally has gross receipts in each taxable year of not more than S25,000. If a chapter does not fall within the gross receipts exception, it must file Form 990 within four and one-half (4 1/2) months of the end of that chapter's fiscal or calendar year.

  1. Definitions
  2. An organization’s gross receipts are considered normally to be $25,000 or less if the organization is

(1) Up to a year old and has received, or donors have pledged, to give, $37,500 or less during its first tax year;

(2) Between 1 and 3 years old and averaged $30,000 or less in gross receipts during each of its first 2 tax years; or

(3) Three (3) years old or more and averaged $25,000 or less in gross receipts for the immediately preceding 3 tax years (including the year for which the return would be filed).

  1. "Gross Receipts" are defined as the gross amount received by the organization during its annual accounting period from all sources without reduction for any costs or expenses; including, for example, cost of goods sold or cost of assets sold, cost of operations, or expenses of earning, raising, or collecting such amounts. Thus gross receipts include but are not limited to:

(1) The gross amount received as contributions, gifts, grants and similar amounts without reduction for the expenses of raising and collecting such amounts;

(2) The gross amount received as dues or assessments from members or affiliated organizations without reduction for expenses attributable to the receipt of such amounts;

(3) Gross sales or receipts from business activities including business activities unrelated to the purpose for which the organization received an exemption, the net income or loss from which may be required to be reported on Form 990-T;

(4) The gross amount received from the sale of assets without reduction for the cost or other basis of the property and expense of sale; and

(5) The gross amount received as investment income such as interest, dividends, rents and royalties.

  1. Form 990-T
  2. General

If a chapter has receipts of S1.000 or more in unrelated business income, it must file Form 990-T within two and one-half (2 1/2) months of the end of that chapter's fiscal or calendar year.

  1. Definitions
  2. "Unrelated business taxable Income" is the gross income received from business unrelated to the purpose of the chapter and association.
  3. "Unrelated Trade or Business" is a regularly carried on trade or business, the conduct of which is not substantially related (aside from the need of the organization for income or funds or the use it makes of the profits derived) to the exercise or performance by the organization of its charitable, educational or other purpose or function constituting the basis for its exemption.
  4. "Trade or Business" generally includes any activity carried on for the production of income from the sale of goods or performance of services.
  5. "Not substantially related" means that the activity (from which the gross income is derived) does not contribute importantly to the accomplishment of the exempt purposes of the organization, other than the need for funds, etc.
  6. Any chapter that feels it may be subject to unrelated business income should consult a tax official or AFSFA Headquarters to determine its responsibility.

The AFSFA logo is described as follows: a silver Security Forces shield on a field of light blue, encircled with two concentric circles, and between the circles are the words Air Force Security Forces Association in black letters on a white background.

The logo is the copyright property of the Air Force Security Forces Association. It is for use on official documents, memorabilia, banners, etc. of the Association and its officially chartered local chapters. Commercial use of the logo in any manner is strictly prohibited without the express written permission of the Board of Directors of the Association.
